This is a unique custom fabricated 3-inch copper nickel basket strainer.

It is fabricated from corrosion resistant 90/10 CuNi (UNS C70600).  It includes a hinged cover and special 200 mesh Monel basket. It is used in a heated raw seawater application on an offshore oil rig.
